Castro to Be Indicted
On May 14, 2026, CIA Director John Ratcliffe landed in Havana — only the second sitting CIA director to do so in 67 years. Within hours of his departure, the Department of Justice signaled an imminent terrorism indictment of Raúl Castro anchored to the 1996 Brothers to the Rescue shootdown that killed four Americans. Ratcliffe did not meet the Cuban Foreign Minister. He met Raúl Guillermo Rodríguez Castro — Raúl’s grandson and the family’s chief of security. The day prior, the State Department restated a $100 million civilian aid offer, distributed through the Catholic Church and explicitly excluding the Cuban state.
The obvious read is “more sanctions on a tired regime.” That misses the structure. This is the Venezuela playbook running with one variation: the senior intelligence-channel meeting comes before any kinetic option, not after, because Cuba lacks Iran’s structural depth — no oil revenue, no proxy network analogous to Hezbollah, no nuclear leverage. Talking to the grandson who runs family security, rather than the Foreign Ministry, is the structural signal that this is a succession negotiation, not state-to-state diplomacy. The question to watch is whether Raulito reads the indictment as deal terms or as a federal courtroom date for the family.
