Lying about intelligence for game theory purposes
On May 14, 2026, a cargo ship was sunk off the coast of Oman and a tanker was seized at an anchorage in the United Arab Emirates. Within hours, three major outlets — PBS NewsHour, NBC News, The Washington Times — used the same phrase: “attribution unclear.” It is not unclear. The U.S. Navy maintains an underwater acoustic signature library at the National Maritime Intelligence Center in Suitland, Maryland — home to the Office of Naval Intelligence, the Farragut Technical Analysis Center, and the National Maritime Acoustic Intelligence Laboratory. Limpet mine, torpedo, and unmanned surface vessel each produce a distinct pressure wave, frequency band, and propulsion print. The file underneath the wire copy names a specific weapon class, a specific manufacturing origin, and a specific delivery vehicle.
The obvious read is that no one knows yet. That misses the structure. Acoustic intelligence — ACOUSTINT, a subdiscipline of MASINT — is among the oldest continuous U.S. Navy collection programs, running from SOSUS in 1954 through IUSS in 1991 to today’s classified processing chain. Naval Intelligence resolves the weapon class within minutes from waveform alone, the manufacturing origin within hours through forensic boarding, and the chain of command within a day. The June 2019 Gulf of Oman release — mine fragments, magnet, nail-hole pattern, fingerprints, and IRGC patrol-boat surveillance video, all walked through publicly by the Navy within 72 hours — is the exhibit for what attribution looks like when the institution chooses to release it. The question to watch is not who did this. The question is when the disclosure happens, and what political moment it is being timed against.
