Trump Wins at Beijing Summit

The Beijing summit wrapped May 14, 2026. Xi Jinping walked away with a fentanyl tariff cut from 20% to 10%, a one-year pause on the rare-earth export controls Beijing itself escalated in October 2025, H200 chip licenses for 10 PRC firms (which Alibaba, Tencent, and ByteDance are currently refusing to accept), and joint “strategic stability” language in the readout. China owes 25 million metric tons of soybeans per year for three years, Boeing aircraft orders, and 12 months of rare-earth restraint. U.S. policy on Taiwan did not move — arms packages, FONOPs, alliance lattice, and the Six Assurances all unchanged.

Every major outlet — the Council on Foreign Relations, Foreign Policy, Al Jazeera — pre-published the “China has the upper hand” consensus in the week before the summit. The actual deal terms describe something different: a tied truce in which Beijing paid in soybean futures and Boeing orders for a partial rollback of escalations they themselves initiated, while the U.S. retained every operational pressure tool currently squeezing the People’s Republic of China — refiner sanctions, counterintelligence prosecutions, the Strait of Hormuz blockade, the National Farm Security Action Plan. Read the verbs in the final deal. One side is asking for relief. The other is not.
