Raul Castro Indicted and Arrest By the U.S. Armed Forces Is Next

On May 20, 2026, federal prosecutors in Miami unsealed a superseding indictment charging Raúl Modesto Castro Ruz — 94 — with conspiracy to kill U.S. nationals, destruction of aircraft, and four counts of murder, carrying death or life. The charges trace to February 24, 1996, when two Cuban MiGs shot down two unarmed Brothers to the Rescue civilian planes over international waters, killing four men, three of them U.S. citizens. The case is No. 03-20685-CR-SEITZ(s), Southern District of Florida; Acting Attorney General Todd Blanche announced it at a ceremony in Miami honoring the victims. Castro is in Cuba and not in U.S. custody.

The easy read is symbolism — a 94-year-old man in Havana, no extradition treaty, no way to ever try him. That is exactly what was said about Nicolás Maduro for six years. Maduro was indicted in the Southern District of New York in March 2020; in January 2026 U.S. forces removed him from Caracas, and he now sits in a Brooklyn cell awaiting trial. Manuel Noriega was indicted in 1988, captured during the 1989 invasion of Panama, and convicted in Florida in 1992. The pattern is the analysis: in these cases the indictment was not the conclusion — it was the opening move, and the paper preceded the soldiers. That is a trend read, not a forecast of any specific outcome for Cuba. Three things tell you which way Havana reads it: who the regime names as successor, where its money moves, and how fast it feels the squeeze.
