Cuban Intelligence Archives Could Change the World

On May 14, CIA Director John Ratcliffe flew to Havana. He met Colonel Raúl Guillermo Rodríguez Castro — head of the Castro family’s personal security detail (DGSP) under MININT and grandson of Raúl Castro — and the head of Cuban intelligence. Hours later, Cuba’s government accepted $100 million in US humanitarian aid, routed through the Catholic Church rather than the state, after declaring its diesel and fuel oil reserves exhausted. On May 20, the Department of Justice is expected to unseal an indictment against the 94-year-old Raúl Castro in Miami, tied to the 1996 Cuban MiG shootdown of two Brothers to the Rescue civilian aircraft over the Florida Straits.

The energy collapse and the indictment are the visible layer. What Ratcliffe was actually there to negotiate is the Dirección de Inteligencia archives — sixty-five years of agent rosters, cover identities, operational records across Latin America, and liaison files with the KGB, the Stasi, the Chinese MSS, and Iran’s MOIS. The historical precedent is mixed. Berlin 1989 worked because citizens stormed Stasi buildings in Erfurt and Berlin before files could be shredded, and Germany preserved 111 kilometers of records under a statutory authority that ran for thirty years. Berlin 1945 did not work — the Soviets captured the bulk of the RSHA / Gestapo archives at Wilkanów in Silesia and deposited them in the Osobyi Arkhiv in Moscow, where they stayed secret for forty-five years. Moscow 1991 did not work — the United States did not demand the KGB archives, and the bill came due across three decades in Ames, Hanssen, the 2010 Russian Illegals, and the 2016 election interference that made counterintelligence public for the first time. Cuba 2026 is the next decision point. The window will not stay open. The question is whether we run Berlin 1989, or whether we run Berlin 1945 and Moscow 1991 again.
