Global Terrorists Connected to ICE Protests

On August 26, 2026, the State Department designated Autistici/Inventati — a volunteer Italian collective that has provided free email, web hosting and mailing lists to activists since 2001 — as a Specially Designated Global Terrorist under Executive Order 13224. The collective reports running roughly 16,000 mailboxes, 1,500 websites, 5,500 mailing lists and 10,000 blogs, on open signup. The State fact sheet says Rose City Antifa, in Portland, used the collective’s tools to circulate a flyer urging supporters to point lasers at Customs and Border Protection helicopters and to publish the personal information of ICE personnel with calls for attacks on them. It names Jane’s Revenge and the Informal Anarchist Federation as well, alongside designated organizations operating overseas. Treasury issued Counter Terrorism General License 36 authorizing wind-down transactions; U.S. transactions with the collective are reported to be barred after September 25, 2026. This is not the first action of its kind — four European anti-fascist groups were designated in November 2025.

Here is the part worth understanding. Rose City Antifa was not designated. Nobody in Portland was charged. What went on the list was the foreign company they are alleged to have emailed through — and that is the mechanism, not an accident. Congress never created a domestic terrorist designation; the Foreign Terrorist Organization statute requires the organization to be foreign, and pointing the sanctions authority at an American political group invites a First Amendment fight the government would rather not have. Designating a foreign vendor reaches every American standing downstream of it through transaction liability instead: pay them, host a site there, keep a mailbox there, and after the wind-down window closes you are on the wrong side of a sanctions regulation. Not speech — transactions. Treasury ran the same play on Cuba this spring. And the counterintelligence question nobody is asking is what a foreign server holding the account records of thousands of American activists looks like to a hostile service. None of which is how you punish an attack on ICE: that already happened. Nine people were convicted on March 13, 2026, with seven more pleading guilty, over the July 4, 2025 attack on the Prairieland detention center in Alvarado, Texas — attempted murder of federal officers, material support, explosives counts, one defendant facing twenty years to life. Ordinary criminal law, ordinary jury, already done. The designation is doing something else.
