First Conviction for Chinese Espionage in UK History — and Norway, the Same Day

On Thursday, May 7, 2026, a jury at the Central Criminal Court in London returned the first convictions for Chinese espionage in the entire history of the United Kingdom. The defendants: Chung Biu “Bill” Yuen, 65 — a retired Hong Kong police superintendent operating out of the Hong Kong Economic and Trade Office in London — and Chi Leung “Peter” Wai, 40 — a serving UK Border Force officer who used his credentials to run unauthorized searches on UK government databases. Targets included Hong Kong dissidents resident in Britain and Members of Parliament — among them Sir Iain Duncan Smith, co-chair of the Inter-Parliamentary Alliance on China. The arrests followed a botched physical surveillance run in May 2024 that MI5 watched from start to finish.

The same Thursday, twelve hundred miles north, the Norwegian Police Security Service (PST) arrested a Chinese woman on espionage charges connected to the standing-up of a polar-orbit satellite downlink. One of the search locations was on the island that hosts Andøya Spaceport — Europe’s gateway to polar launches and a piece of NATO’s Arctic infrastructure. The cover entity, according to PST, was a Norwegian-registered company operating as a front for a Chinese state actor. Several other individuals have been charged in the same case.

Same playbook, different targets. In both countries the operation runs through a legitimate-looking entity — a trade office, a registered company — and uses a co-opted local with privileged access. The PRC does not put declared intelligence officers on the ground for this work. They build the architecture around the embassy. Diaspora surveillance and parliamentary mapping in Britain, signals intelligence from space in Norway, same architecture in both.

The British verdict matters well beyond Britain. It is the first conviction for Chinese espionage in UK history. That sets the legal template every other European service has been waiting for. The questions a professional analyst is asking now: what other “trade offices” fit the HKETO model, what other registered shell companies sit next to NATO infrastructure in the High North, and how many of the “several others charged” in Norway are still operating.
