Exposing 70 Years of Cuban Election Attacks

The State Department is releasing a report on seventy years of Cuban intelligence operations against U.S. politics — and the timing tells you everything. In the past 60 days: OFAC subpoenas over the Code Pink convoy to Havana, the June designation of ICAP (Cuba’s influence front, run by a convicted spy), and the arrest in Spain of centimillionaire funder Fergie Chambers, reportedly indicted for money laundering tied to Hamas support. Charges, not convictions — but the charging architecture is the story.

For decades, foreign influence campaigns were nearly impossible to prosecute in a country with free speech. The Feds may have found the recipe: Sanctions Plus Podcasts. When the influence assets narrate their own beliefs three episodes a week — timestamped, archived, monetized — the hardest element of a federal financial-crime case, intent, is already in evidence.

I’m Eric Garland, strategic intelligence analyst, sanctioned by Russia for exposing their 2016 influence operation. This is Game Theory Today.
