It’s Quiet at the World Cup. That’s Not Luck.
The 2026 World Cup is being played across eleven U.S. host cities — millions of new arrivals, new passports, and Customs and Border stretched thinner than it’s been in years. Washington has put real weight behind it: roughly $625 million in federal security funding across the host cities, FBI joint operations centers on match days, and a standing intelligence-and-threat working group run with DHS and the National Counterterrorism Center. And the story that should have been enormous barely registered: DHS says it screened Iran’s World Cup delegation and blocked members flagged for ties to the Revolutionary Guard — a U.S.-designated terrorist organization. Tehran denies it. Either way, the people who were flagged didn’t get on the plane.
Here’s the analyst’s point. The world’s most pressured regimes all benefit from the same thing — a United States that looks stressed, distracted, and incompetent — and several of them run intelligence services trained in exactly this kind of work. So why is it quiet? Richards Heuer, the CIA analyst who wrote the book on intelligence analysis, had a rule for this: you can’t prove a negative, so don’t try to confirm you’re safe — lay out the hypotheses and disprove the ones you can, then ask what a live plot would actually look like. You’d expect a signature: a botched approach, someone trying to get in who shouldn’t. We saw one, and it got stopped. But Heuer’s harder warning cuts the other way — absence of evidence is not proof of safety; a quiet picture can be a deception you simply haven’t caught yet. Which is why the professionals never spike the football. The quiet isn’t nothing happening. It’s the sound of people working very hard so that nothing does.
