Iran Folded — Now Its Spies Have to Get a Real Job
A state’s covert operations are a luxury good. They run on two things: surplus money to pay for them, and deniability to survive them. The U.S.–Iran deal — Hormuz reopened, enrichment frozen, the highly-enriched stockpile to be diluted, roughly $25 billion released just to keep the regime solvent — takes a wrecking ball to both.
Iran’s intelligence services have always punched above their weight: economic espionage, election influence, and trouble-making well beyond their borders. There’s a logic to why great powers tolerate some of each other’s spying — a nuclear Russia you’ve blinded is a nuclear Russia that gets scared, so some mutual visibility is the stabilizing bet. Iran isn’t going to be a nuclear power, and its services are merely annoying — which is exactly why, as the price of peace, they can be rolled all the way back. A regime that just took a bailout to stay solvent has no black budget to burn, and Washington is squeezing the off-the-books oil market that funded it — the shadow fleets, the brokers, the bank accounts. The cost of getting caught goes up, the reward goes down, and every incentive flips toward standing down. Russia can barely afford this game; Cuba is getting caught; Iran can’t run the old play in that environment. Like Caracas — now helping Washington hunt terrorists and prospering for it — Tehran’s only incentive left is to please Washington, because Moscow won’t save it and neither will Beijing. The honest limit: field operatives run independent and won’t all stop tomorrow, but the regime at home looks like it’s getting out of the game for good. Don’t read the press release — watch whether the orders stop coming.
