A Minnesota Official Wanted to Use Military Intelligence on a Whistleblower
At a March 4, 2026 House Oversight Committee hearing, members presented an email from a manager at the Minnesota Department of Human Services who wrote that he “did intelligence research with the Army” and offered to use IP and email addresses to track a specific person’s location. The target was not a fraudster — it was a state employee who had reported fraud. Minnesota’s social-service programs have produced dozens of federal convictions since 2022, including the roughly $250–300 million Feeding Our Future child-nutrition case. The email surfaced through public records, and a former state official confirmed it to investigators. The official who wrote it was later promoted.
Whistleblowers further allege the agency photographed their homes and cars, monitored their devices, and asked which schools their children attend. Those last claims are allegations, not documents — the email is the part that’s on the record, and the honest version of this story keeps that line bright. But notice the shape: deanonymizing a fraud reporter who could be a federal witness already sits near obstruction territory under 18 U.S.C. § 1512; building a file on that person’s children has no investigative use at all, because the only thing it can do is apply leverage to the parent. Mapping a critic’s family to hold over them has a Cold War name — Zersetzung, “silent decomposition.” The question this segment asks is not whether a crime has been proven. It’s why a state agency’s intelligence capability was pointed inward, at the people reporting the theft, instead of outward, at the theft. The thing that confirms it is the next document; the thing that collapses it is if the children’s claim proves to be a frightened guess rather than a record. Watch which one arrives.
