Yesterday, President Donald Trump publicly ordered the United States Navy to “shoot and kill” any Iranian small boat laying mines in the Strait of Hormuz. The Secretary of War amplified the order in all caps. This is not rhetoric — it is the publicly stated rules of engagement.The order followed Iran’s Revolutionary Guards attacking three commercial ships in the strait and capturing two of them. And for the first time since 2003, three American aircraft carriers are now operating in the Middle East simultaneously: the USS Abraham Lincoln enforcing the blockade in the Arabian Sea, the USS Gerald R. Ford back in the Red Sea, and the USS George H.W. Bush newly arrived via the Cape of Good Hope.This is coercive diplomacy — the Thomas Schelling playbook, with teeth. You do not concentrate this much force in one theater to fight. You concentrate it to be seen concentrating it.
