OXFERD COMMA: The FBI’s Secret Trump Investigation, Declassified`

On July 30, 2026, the FBI declassified case HQ-2167885 — codename OXFERD COMMA — the investigation opened May 16, 2017 into whether President Donald Trump was acting, wittingly or unwittingly, on behalf of the Russian Federation. The opening memo, approved by FBI General Counsel James Baker and counterintelligence chief Bill Priestap, does not cite the Steele dossier. It didn’t need to. The dossier — funded by the Clinton campaign and the DNC through the law firm Perkins Coie — had already played what the DOJ Inspector General called “a central and essential role” in the FISA warrant on Carter Page, been annexed to the January 2017 Intelligence Community Assessment, and been briefed to two presidents. Four days after that briefing, CNN reported it and BuzzFeed published all 35 pages.

There was real counterintelligence signal around the 2016 campaign — enough documented foreign contact to justify files on the people involved. These documents raise a different question: what happens when an institution takes in an unverified campaign product, stamps it with official process — a warrant, an annex, a briefing — and then investigates the firestorm that follows? More documents are coming. Watch how each stamp was applied.
