Systemics Quarterly Brief · Q3 2026

From Hormuz to Havana, the United States grinds down its adversaries.
The Golden Age of Enforcement is here to stay, and in the third quarter the war moved into its financial phase. The most potent destroyer in Washington is not the official with war in his job title but the Secretary of the Treasury, using macroeconomic policy and micro-targeted sanctions to disable America’s adversaries one dollar at a time. They got Capone on taxes. Designation shuts a regime out of the best club in the world, the dollar club, and anyone who trades with it is out of the club too. The United States sanctioned Iran and Cuba years ago; this year it got serious about enforcement.
The edition’s scoreboard records thirty-one formal institutional consequences. They include sentencings in foreign-agent and fraud cases, the first removal ever ordered by the Alien Terrorist Removal Court, and the widening fallout from the Minnesota fraud machine. Matters still in motion at the close of the quarter are marked CTM, Continue to Monitor, and one correction to the Q2 edition is carried in full. The bottom line for clients: if you want to see the future of the world in advance, follow the money.
